Tsutsuji Shibasaki (柴崎 つつじ Shibasaki Tsutsuji) is the younger sister of Roka Shibasaki who goes to Higashi-Fuge High due to failing the exams for Fujou High.

Tsutsuji shows strong affection and over protectiveness to Roka, even to the point of coming to Fujou High just to threaten Kenji Kazama over her jealousy, because Roka often mentioned Kenji in her conversation. The affection is one-sided.
Etymology
- Tsutsuji's surname Shibasaki means "brushwood, firewood" (柴) (shiba) and "cape, peninsula" (崎) (saki).
Trivia
- Tsuttsuji is probably a reference to Tsutsujigaoka train station, keeping up the tradition like other characters.
- Similar to Noe Kazama, Tsutsuji fixes Roka Shibasaki's lunch.
- Roka's bentos/lunch boxes are always made by Tsutsuji.
